Floodgate Email Notifications Supporting SMTP and Twilio

Created a sending service for Floodgate email notifications that supports interchangeable implementations (SMTP, Twilio) based on context properties. The following context property and trace switch were created:

Context property: Notification3/Email Interface/Core/From Email Address
Trace Switch: Notification3/Email Interface/Notification/Trace
