Description: Relief restrictions are times at which reliefs prohibited. This is used by Blockbuster when determining relief opportunities.

| FromTime | Start time when a relief takes effect. Value is in seconds from midnight. |
| ToTime | End time of when a relief restriction is in effect. Value is in seconds from midnight. |

| NodeId | Node identifier from Nodes.NodeId. |
| EventType | Event type: 0 = all, 5 = break relief, 7 regular relief, 9 = created pull. |
| ExcId | Exception ID where the run relief restriction is involved. |
