OPS Skill Requirements ancillary data defines the skills needed by
different requirement types (for example, Work Type) and whether those
skills are optional or required.
Define OPS Skill Types before defining OPS Skill
Requirements.
In the Context dialog (F3), select a Requirement
Type.
For each requirement type, specify the required and optional skills.
